As we continue to grow in today’s fast-paced environment, the TPX organization is currently looking for a collaborative and action-oriented player to join our Program and Portfolio Management team. This dynamic role will support a wide range of strategic infrastructure-related efforts that will transform how PayPal operates and executes in the future. Lessons learned are utilized to improve processes and influence the overall organization to deliver high-quality customer experiences. All of this is done while fostering a culture of fun and opportunity for the team dedicated to serving our customers. The Program Manager will be responsible for scope, budget, planning, communication, risk management, and project management for one or more infrastructure and operations related programs. This candidate will have deep experience and understanding of technology, project management, change management, and organizational dynamics; able to navigate the organization as a champion, change agent, and strategic partner at all levels. Programs span multiple teams, projects, geographic locations, time zones, deliverables, and involve complex technologies.

  • Responsibilities:

    • Drives the coordinated management of large, complex programs over a finite period of time in order to achieve specific business goals. Ensures the timely delivery of business value and the efficient use of organizational resources.
    • Partners with Business and Technology leadership to establish a solid understanding of the vision, purpose, and expected business benefits of a program. Ensures measurable KPIs are defined and aligned to company goals and objectives.
    • Manages the program-level decomposition of work across multiple delivery teams. Works across organizational boundaries to define program interdependencies and release plans.
    • Monitors health of program delivery. Tracks program-level status, risks, issues, and dependencies. Proactively addresses delivery team impediments. Resolves program-level roadblocks to enable successful program execution.
    • Communicate timely and accurate status to appropriate levels and stakeholders.
    • Drives the integration and adoption of agile delivery practices across delivery teams. Facilitates program retrospectives to identify improvement opportunities. Evangelizes and integrates desired changes in order to enable continuous improvement.

    Required Experience, Skills, or Abilities:

    • Program Manager with 7+ years of IT experience, preferably with 3+ years of exposure in IT infrastructure  
    • Working knowledge and demonstration of projects spanning across technologies such as server, network, storage, database, and application tools
    • Extensive knowledge of project and program management processes, tools, templates, and management techniques
    • Strong written and verbal communication skills, with professional confidence and credibility to effectively engage and interact with senior and executive management
    • Customer-focused and solution-oriented, with the ability to manage multiple projects  
    • Successful track record of managing large, complex programs that deliver technical solutions across multiple project teams and organizational units that meet agreed-upon business objectives and performance metrics
    • Proven ability to develop effective, matrixed, cross-organization relationships,  collaborating and communicating across business and technology stakeholders and multiple geographies
    • High degree of professional confidence and credibility with effective presence, strong written and verbal communication skills, able to communicate technical concepts and plans at all levels
    • Strong organizational and analytical skills with the ability to move quickly from insight to action  
    • Collaborative, self-starter, and self-sufficient individual  
    • Ability to work in a dynamic fast-paced environment  
    • Knowledge of Agile/Scrum development
    • Familiarity with tools like JIRA/ServiceNow, MS-Office, Smartsheets/Clarizen, Collaboration tools (Slack, Skype, etc.)
