We are currently seeking a Program Manager to drive significant programs within the IT Services and Emerging Technologies (ITSET) organization. Programs can span multiple teams, projects, geographic locations, time zones, deliverables, and involve complex technologies. The Program Manager in this role will help plan, execute, track and manage software development activities that enable PayPal ‘s ITSET resources to provide world-class customer solutions to PayPal’s employees. The right candidate will have excellent experience in Portfolio management, change management and organizational dynamics and preferably someone who has had managed global IT projects for software and new technology deployments to 5,000 users or more.

Job Description

Coordinate planning and delivery efforts across various technology, vendor and Infrastructure teams.

Organize and lead go-live planning activities resulting in the creation of project or program roadmaps. 

Lead other technical engineers to ensure work is properly allocated, planned, and executed for multiple projects.

Manage major collective activities, issues, and risks across teams in support of the program or project.

Ensure measurable KPIs are developed for projects, and that they align to the overall KPIs for the technology space.

Manage stakeholder communication.  Ensure regular, active communication with adjacent project and external stakeholders, including international regions.

Identify project impediments and address including proper escalation to individuals/groups as needed.

Contributes to and demonstrates a solid understanding of program vision and roadmap.

Maintain awareness of cross product/program synergies and actively communicate opportunities to simplify work across teams.

Job Requirements

Bachelor’s degree in Engineering, Computer Science, or related field, or equivalent experience.

8-10 years of relevant professional experience - Project management experience organizing multiple teams performing infrastructure/software/product development is a “must have”.

Successful track record of deploying software or new technology to multiple regions impacting at least 5,000 users.

Experience in supporting ServiceNow is a plus.

Proven ability to develop effective, matrixed, cross-organization relationships, collaborating and communicating across business and technology stakeholders and multiple geographies

Strong technical acumen and experience in multiple aspects of Information Technology is a plus.

Good knowledge of project management process, project management software tools, templates, and management techniques.

Good leadership skills, self-motivated and a self-starter with a “Can do” attitude.

Team player, energetic personality, quality minded, focused, committed, able to work independently in a fast paced, changing environment.

High degree of professional confidence and credibility with effective presence, strong written and verbal communication skills, able to communicate technical concepts and plans at all levels.

Strong negotiation skills in all mediums and throughout all levels of the organization.

Strong problem-solving skills, able to prioritize among many conflicting needs, advocate a course of action, and pursue it consistently.
