PayPal is seeking a high caliber, experienced attorney, with a strong background in antitrust / competition law to join PayPal’s global legal team. In this role, you will have the opportunity to work across PayPal and interact with senior leaders and legal colleagues who support PayPal in more than 200 markets around the world.  This position will manage competition law clearances for mergers, acquisitions and strategic transactions, as well as investigations and inquiries related to antitrust matters.  In addition, you will play a leading role in the evaluation, assessment and redefining of the company’s legal position and strategy for competition matters throughout the world.   • Work with a cross-functional team to develop and implement long-term strategies to ensure continued compliance with competition laws and regulations;
  • Develop and execute our legal strategy in connection with competition law clearances for mergers and acquisitions, as well as strategic transactions;
  • Working in close partnership with your legal and business colleagues to develop, as well as evaluate and assess products, services and technologies that are compliant with competition laws and regulations;
  • Partnering with compliance to develop and deliver competition law counseling and training, as well as regularly reviewing and ensuring that competition policies and procedures are tailored to appropriately address legal and business needs and risks;
  • Advising on responses to regulatory inquiries on competition law issues, in coordination with local legal, compliance and other stakeholders as appropriate;
  • Monitoring and advising on legal and regulatory changes in relation to competition laws and regulatory trends that impact the company's business across the globe.  This includes counseling on federal, state, and international laws and regulations concerning competition and trade regulations, as well as providing strategic legal and risk management counsel to global and regional business partners on compliance requirements stemming from competition laws, the U.S. Foreign Corrupt Practices Act and other anti-bribery and corruption laws and regulations; and
  • Managing outside counsel and third-party consulting firms on competition law matters, as needed.

    Skills & Experience:  Candidates for this position should be able to demonstrate experience and competence with the following.

  • In-depth knowledge of competition law and antitrust matters gained from law firm or in-house experience;
  • Experience representing companies in competition law inquiries from regulators, including conduct investigations and merger reviews;
  • Experience counseling technology and/or financial services companies on antitrust matters, with familiarity and experience with both US and EU competition laws and regulatory regimes;
  • Familiarity with, and interest in, financial services technology, mobile and alternative payments, as well as emerging technology;
  • Ability to thrive in a fast paced environment and to tolerate change and ambiguity;
  • Responsible and pragmatic style with a passion to solve complex problems in a creative and effective way and able to translate global legal and regulatory initiatives into actionable policies, processes and programs that enable business objectives;
  • Facility with a team-based approach to subject matter management and knowledge sharing, and comfort with a flexible, agile environment that emphasizes collaboration and team performance over management hierarchy; and
  • The successful candidate will enthusiastically partner with PayPal colleagues across our global organization and be able to build positive relationships across our organization, engage with business leaders, execute priorities and manage multiple competing objectives.

    Qualifications:  Candidates should possess the following qualifications.

  • 10 or more years of experience practicing either in-house (or in an equivalent setting) or at a reputable law firm.
  • Juris Doctorate or equivalent degree.  Admitted to a state bar.
  • Exceptional writing skills, with attention to detail and ability to generate creative original drafted documents.
  • Excellent communication and presentation skills; ability to communicate and help non-experts understand applicable regulations and requirements.
