PayPal is looking for an experienced Legal Director to head PayPal Japan’s legal function. This position is based in Tokyo and will report to the Associate General Counsel and Head of Legal for Cross border & Growth Markets (based in Singapore).

To succeed in this challenging role, the candidate should be should be mature, self-motivated and independent and well-organized with excellent interpersonal, communication and problem solving skills. He/she will be proficient in both Japanese and English language (read/write/speak). This position also requires business acumen, strategic and creative thinking, strong project leadership, communication skills and multi-tasking capabilities. PayPal Japan is licensed as a FTBO and an issuer of a PPI under the Payment Services Act.

The Legal Director for Japan will be responsible for:

  • Advising on regulatory issues in relation to the  Payment Services  Act, Funds Transfer Business Operator licensing, Prepaid Instrument licence, FX regulations, the Crime Proceeds Prevention Act and associated anti money laundering and know your customer regulations, alternative dispute regulation and Shuno daiko
  • Dealing and managing relationships with Japan regulators; including the Financial Services Agency, Kanto Local Finance Bureau, National Police Authority and the Ministry to Economy, Trade and Industry
  • Advising the business on marketing, product and general legal risks, in particular in associated with business development in Japan; maintaining corporate secretarial records for Japan entities
  • Advising on commercial transactions with merchants, bank partners, acquirers, card networks and other FTBOs , gateways and service providers
  • Advising and drafting contracts. maintaining online legal agreements
  • Monitoring ongoing legislation and regulatory changes, and assisting with drafting and implementing policies and procedures to address new regulatory requirements
  • Assisting with communication with regulators, helping to maintain an open dialogue with regulators and respond to all regulatory requests and audits
  • Overseeing the customer complaints and escalation process, including litigation and settlements
Job Requirements:
  • Able to work independently
  • An understanding of the financial legal and regulatory environment in Japan.  Specific knowledge of the laws and regulations relating to payments industry and/or electronic money would be preferred
  • Knowledge and understanding of Japan  law and regulations  that are applicable  to payments, credit card services,  remittances, fund settlements,  and e-commerce including but not limited to AML and CFT regulations, Funds Settlements Act, Banking law, Shuno daiko, Crime Proceeds Transfer Prevention Act, and Company law
  • Knowledge and understanding of general banking, securities and financial services related regulations
  • General legal background and experience with common issues related to employment, commercial, corporate, currency controls, foreign exchange, litigation and intellectual property. Experience with online businesses will also be advantageous
  • Broad background within the financial services industry, preferably within a bank or financial services organization
