This position will be responsible for leading the Third-Party Management (TPM) program as part of the second line of defense risk and compliance function at PayPal. This position will lead the enterprise-wide transformation around TPM including enhancement of the framework, governance, and user experience for stakeholders involved in the third-party lifecycle process.

This position will collaborate with cross functional stakeholders to collectively design a transformation plan around people, process, and technology for TPM.  This position will drive the enterprise-wide approach and strategy for a robust governance program to align and support the Global Third-Party Management program.  This program leader will identify areas of easily attainable success that can provide immediate positive impacts and develop an implementation plan that can be operationalized in the long term.    

Responsibilities:

  • Lead the design and implementation of PayPal’s enhanced Third-Party Management Program (TPM)
  • Provide strategic direction across the lifecycle of the third-party at PayPal
  • Continue to enhance and implement policies, procedures, and program governance to ensure effective risk management of third-parties in accordance with industry standards
  • Influence and manage change across people, process, and technology to design and implement the TPM
  • Develop ways to improve business processes, user experience, and systems involved in the third-party life cycle (due diligence; on-boarding; monitoring; issue management and escalation; renewal, termination, and exit) with an emphasis on a risk-based approach that is consistent and repeatable across risk dimensions
  • Ongoing enhancement and ensuring the process is effective in managing risks related to third-party relationships in a manner that is consistent with PayPal’s strategic goals, organizational objectives, risk appetite, and regulatory obligations
  • Responsible, as member of Second Line of Defense, for credibly challenging business decisions
  • Establish and deploy standards by which to assess the performance of approved vendors
  • Continuously raise the visibility of the program through training and awareness campaigns
  • Develop and facilitate with support from FLOD vendor managers, a repeatable reporting process that include KRIs & KPIs
  • Liaise with PayPal’s compliance teams to build in new regulatory requirements within the TPM program requirements
  • Prepare program results for risk committees, auditors, internal and external stakeholders
  • Advise system and process improvements with business owners to enable safeguards and reduce risk
  • Provide guidance to FLOD vendor managers on Third-Party compliance and its on-going objectives. Align practical risk mitigation with business objectives and foster a risk-conscious corporate culture

The successful candidates should also be able to offer a strategic perspective, sound business judgment, agility to adapt to changing priorities at hand, and be able to effectively work and communicate collaboratively / cross-functionally with multiple teams located in different geographies. Candidate must have a hands-on approach, strong intellectual curiosity and attention to detail and organization, and a passion for achieving practical business impact.

Qualifications/ Education/Experience/Skills:

  • 15+ years of risk management, Third-Party relationship management experience and 10+ years in a leadership role driving leading large-scale business transformation initiatives + Bachelor's degree; or 12 years and a Master’s degree; or a PhD with 8 years experience; or equivalent experience.
  • Superb ability to work with various different stakeholders across the company including functional team leaders, vendor managers, control partners, engineers
  • Proven track record of driving results and building effective relationships with all levels of management
  • Ability to multitask effortlessly and manage competing priorities under demanding deadlines
  • Extensive experience working on complex transformation initiatives and large-scale change management
  • Proven track record of building a high performing and collaborative team
  • Ability to navigate the gray and multitask effortlessly and manage competing priorities under demanding deadlines
  • Embody an entrepreneurial spirit, intellectual curiosity, and a bias towards action
  • Comfortable working in a fast-paced and dynamic work environment which demands quick thinking and strong attention to detail
  • Excellent verbal, written, presentation, and interpersonal communications skills.
