Reporting to VP, Global Entity Management (GEM), Legal and Government Relations, the GEM Leader for China will provide leadership for PayPal China legal entity. S/he will be responsible for the governance and regulatory agenda for the legal entity structure. The GEM Leader for China will possess strong commercial acumen, business partnering skills and quickly demonstrate an understanding of PayPal’s core businesses. With strong leadership and functional experience, s/he will possess a track record of supporting and advising a sizeable international business. The GEM Leader for China will keep abreast of industry trends, develop deep relationships both internally and externally and ensure PayPal’s products and services continue to be relevant and delivered in a manner that suits the needs of the market whilst adhering to local rules and regulations. S/he will provide guidance and mentorship to a highly capable team and help them develop into broader leadership roles in the future.

  • Provide governance and legal entity oversight of China;
  • Optimize the operations of PayPal business in China to enable the business to move quicker by streamlining processes, outsourcing setup and ensuring the control functions are suitably able to support the commercial objectives; and Provide the leadership that encourages the management team to further coalesce into a high-performing, unified whole;
  • Initiate, own and execute strategic projects related to corporate governance, regulatory and licensing;
  • Function as the senior leadership faceoff with regulators during onsite audits, discussions on salient issues, etc. And establish and maintain strong contacts with key officials, including legal, legislative, regulatory and law enforcement individuals and organisations on both operational and strategic level;
  • Monitor and track legislations and regulatory initiatives impacting PayPal
  • Support crisis management matters and risilency programs

  • Able to influence senior leaders with different views and management styles. Will connect with the Head Officer Management team and be able to “work the matrix”, whilst respecting boundaries.

Background / Technical Skills:

  • A strong finance, legal or project management background is preferred;
  • Excellent communication skills in both English and Chinese;
  • Profound understanding of  regulatory regime;
  • Technical credibility across a broad range of functions; and
  • Ability to help navigate complex legal entity structures and partnerships. Will understand the nuances of operating internationally, particularly in China.
