PayPal has built a strong and independent financial risk management team to respond to the ever-evolving exposures and pressures in the payments industry.

This role will assist the Financial Risk Oversight in building a complete End to end risk management governance model for all the covered risks (Credit, Fraud, Seller, Model Capital Structure) and will have direct responsibility to:

  • Create, implement, and maintain all Risk Frameworks and Program policies
  • Provide governance and effective challenges to remediations proposed by FLOD for issue closure.      
  • Perform challenges and influence on strategy for a robust and sustainable financial risk oversight program across all Risk types, Products, Entities/countries, Channels and Adjacencies.
  • Provide thought leadership on the effectiveness of policy/framework/governance process design.

Furthermore, the role should enable the existence of these key processes:

  • Policy creation and maintenance
  • Governance support for key Committees and Working Groups
  • Support implementation of proactive prevention mechanisms for Fraud, seller, Credit and model risks; and ensure formalization of the initiatives.
  • Liaise with other internal risk policy teams and industry peers for benchmarks.
  • Lead Training and Education initiatives within Financial Risk

Key Responsibilities


  • Lead the write up, approval and implementation of the Risk Policy, including its sub-policies, Operating models, templates etc.
  • Organize, schedule, coordinate and set the agenda items and documents for relevant Committees and Working groups.
  • Partner with the Training, Education and Learning teams to develop risk training program.
  • Conduct and participate in various Risk management reviews across all businesses. Consistently evaluate and review relevant system and manual controls and processes the lifecycle of all products and channels.
  • Guide and assist in the implementation of sound and effective control processes and monitoring across all portfolios.
  • Facilitate and disseminate best practices across all businesses.


  • Champion risk awareness and best practice sharing with various stakeholders.
  • Strong thought leader on the effectiveness of policy/framework/governance process design.
  • Representing the Financial risk oversight function to ensure appropriate levels of investment are made in controls, in relation to business product direction and emerging threats.


  • To maintain an acceptable loss to sales ratio
  • To be an industry expert in risk prevention/management programs
  • To interface with Industry Associations
  • Ensure compliance with the financial and accounting policies setup by group office.

Required Knowledge / Experience

  • 15+ years of risk management in the Consumer, Commercial, Payments and Models
  • Extensive experience in consumer banking products including cards, retail bank and merchant acquiring risks.
  • Deep understanding of Risk management and Models
  • Thought leadership and clarity in presenting ideas to senior management.



  • Ability to work effectively with the individuals with diverse background and positions
  • Ability to work independently, self-starter
  • Ability to communicate complex analytical ideas effectively and persuasively
  • Ability to influence and stablish relationships with key stakeholders

Technical skills

  • Deep understanding of consumer and commercial risk management
  • Thorough understanding of global fraud/Credit/Model practices and industry trends


  • Minimum Undergraduate Degree in Business Administration, Statistics, Economics / Econometrics, engineering,or any other computationally extensive discipline
  • Graduate Degree preferred


  • Core Risk Management understanding
  • Strong business drive and ability to mobilize organizational commitment and support for programs.
  • Understanding of Regulatory Risk and Compliance in key markets where PayPal operates.
  • Leadership skills and ability to deliver results, working with cross functional and virtual teams.
  • Good business understanding and working knowledge of risk, legal, operations, technology, models, and finance.
