The PayPal HR team is seeking an experienced, highly engaged and dynamic leader to head our HR Business Risk & Controls team, a 5-person global team responsible for the day-to-day management of the Human Resources Enterprise Risk program. Specifically, this leader is responsible for the development, implementation and monitoring of a risk-based program for HR. This leader will ensure coordination and communication of operational risk issues, as well as develop programs to meet various employment and labor regulatory requirements. The position holds global responsibilities and will require coordination between APAC, EMEA, LATAM, and North American teams. The ideal candidate will be passionate about helping HR deliver best-in-class services to the enterprise while developing appropriate controls to mitigate risk to acceptable levels. Success in this position will require the development of an extensive internal network, both within and beyond the HR function and an ability to work well with and through others to effectively execute. The successful candidate will navigate easily between both strategic and hands-on items on the to-do list, serving not only as a thought partner to the HR leadership but also as the driver of critical business initiatives.

Responsibilities include:

  • Lead risk management efforts across the organization by facilitating process assessment mapping, risk assessments, implementation of controls around identified risks, conducting testing and providing recommendations for operational controls.
  • Work collaboratively with senior leaders, management and other functional teams to proactively identify, assess, manage and mitigate key/top risks. Proactively identify opportunities for change which will mitigate risk and add value to achievement of set objectives and work ongoing to prioritize these changes.
  • Provide leadership, SME advice, and support to the global organization to ensure appropriate development, implementation and ongoing maintenance of effective risk management strategies and standards.  Ensure HR programs adhere to appropriate policies, regulations and align with PayPal strategy/policies and ERM objectives.
  • Partner with Second Line of Defense teams (e.g. Legal, Government Relations, Corporate Compliance, Risk Policy) to stay abreast of changes in laws and regulations and recommend appropriate changes to ensure that operations adapt to comply with these changes.
  • Lead the development and continuous improvement of a positive risk culture across the Human Resources organization through the development and dissemination of risk management training and awareness initiatives.
  • Lead cross-functional team to strategize and execute a risk management program for regulatory health requirements that are significant in scope, complexity and risk, working collaboratively across multiple stakeholder groups.
  • Serve a critical role as the connective tissue managing dependencies between risks identified by other business functions and identified within Human Resources.
  • Coordinate and maintain consistent documentation of all Human Resources risk management frameworks, programs, policies and processes.
  • Monitor the implementation of action plans to address medium, high, and critical key risk indicators reported monthly to the Human Resources Leadership Team

Job Requirements:

  • Ability to fluently articulate comprehensive risk management framework and each of the key elements of a risk program
  • Exceptional critical thinking skills and sound judgment; ability to ‘see the forest for the trees’ - approach problems in a quantitative and qualitative manner; partner with the business to understand their needs and drive solutions with appropriate controls to mitigate risk to acceptable levels
  • Strong problem-solving, planning, and execution skills, coupled with an ownership mentality to ensure tasks are seen through to completion.
  • Experience developing strategic or departmental planning materials that require consensus gathering from multiple constituents, coupled with the ability to translate the strategy into effective execution and tangible outcomes
  • Highly skilled at simplifying and operationalizing processes, coupled with excellent verbal and written communication skills. Eager to learn new things and apply knowledge to innovate, improve/simplify processes.
  • Thrive in a global, fast-paced, and dynamic work environment.  Ability to manage high job complexity and constant multi-tasking with exceptional attention to detail.  Well organized, resourceful, able to prioritize well, work efficiently.  Shows flexibility as workloads fluctuate.
  • Demonstrated ability to influence and work effectively and cross-functionally with global teams at all levels (including senior leadership) within a highly matrixed organization.
  • A genuine interest and ability to connect with, build and maintain relationships with people at all levels and across organizational and geographic boundaries.
  • A proven leader in building high-performing teams and mentoring/developing talent.

Basic Qualifications

  • 10+ years relevant financial services risk management and/or compliance experience at a full- service financial institution with both domestic and international businesses
  • Experience with HR processes, technology, and controls
  • Experience working within a highly regulated environment
  • Bachelor’s degree (B.A. or B.S.) or equivalent experience required
  • Professional certifications such as CRCM or CRISC are a plus
