PayPal has built a strong and independent financial risk management second line oversight risk team to respond to the ever-evolving risk, exposures, and pressures in the payments industry. With the fast pace of new product launches (e.g. Crypto, Buy Now Pay Later, Pay with Venmo, Pay with QR Code, etc.) globally, collection governance and oversight is required to ensure strong risk management and loss recoveries optimization. Job Purpose Manager of Collection Risk Oversight will report to the Director, Head of Merchant and Collection Risk Oversight. Candidate will establish the oversight and governance framework for PayPal’s Collection processes and functions globally. The candidate will be responsible for designing and maintaining PayPal’s Enterprise Collection Policy. He/she will provide oversight and credible challenge over collection processes and strategies. He/she will ensure collection practices effective and sound and are applied consistently across products and markets.

Key Responsibilities

  • Global responsibility for Collection oversight and governance for all PayPal products (e.g. Crypto, PayPal Working Capital, PayPal Credit, Pay in 4, Venmo, Merchant transaction loss, Consumer negative balance, etc.)
  • Establish enterprise-wide credit and negative balance collection framework and governance including:
    • Creation and maintenance of Enterprise Collection management policies and procedures
    • Establishment of Collection Risk Appetite, KPI, Risk triggers to monitor the collection portfolio.  Provide summary and escalations to senior management, committees, relevant risk working groups and boards
    • Ensure early warning indicators are established and monitored
    • Provide oversight to collection strategies, processes and strategies including the use of models and data and collection processes
  • Provide oversight and effective challenge to collection strategies, models, rules, reports and processes – includes global new product launches and pricing of debt sale
  • Independently assess, test, review and analyze collection strategies, models, and procedures to ensure alignment to the Risk Appetite and adherence regulatory
  • Promote the usage of industry and internal best practices as needed to drive continuous improvement in methodologies and documentation used by the Collection First Line team

The role requires a seasoned risk professional with a background in collections, credit, policy creation, oversighting/compliance, and governance at large complex financial institutions.  From a cultural perspective, this leader will need to fit into the PayPal leadership model that will require strong risk management acumen, self-confidence, and the ability to challenge the status quo in a respectful manner.

Qualification and Skills

  • Minimum Undergraduate degree in statistics, economics / econometrics, engineering, or any other quantitative discipline
  • Graduate degree preferred
  • 7+ years of experience in credit risk management, sophisticated collections, governance, and compliance at a large complex financial institution
  • Requires a comprehensive understanding of multiple areas within the collection, recovery function and deep understanding of industry best practices
  • Experience with Risk oversight function within a multidivisional and complex organization
  • Strategic thinking, ability to work independently, self-starter and prioritize in real-time
  • The role requires an analytical mindset to deep dive into strategies, portfolio analytics and drive insights
  • A track record of building relationship with stakeholders and influencing decision makers
  • Proficient with Python, R, SQL, or similar tools to deliver data driven insights
