Organizational Overview Global Governance, Risk, and Compliance (GGRC) is responsible for developing a unified data-driven approach for oversight of all risk disciplines, including compliance, across the company to help ensure PayPal meets its regulatory and business objectives. Through our Global Entity Management (GEM) team, we help ensure that each of our international legal entities, through which we run our business, have the appropriate leadership, staffing, board and committee structure, and oversight programs. This organization is also responsible for fulfilling PayPal’s commitment to combat money laundering, terrorism financing, and related financial crimes around the world, as well as ensuring a safe and secure work environment to protect PayPal’s people, property, and assets. Role Description The Risk and Compliance Officer (RCO) is responsible for second-line oversight for all risk disciplines, including compliance, across PayPal Canada (PPCA). This position is charged with the implementation of the risk and compliance strategic plan along with policies and standards to drive an industry-leading, data-driven approach that meets both the global risk management framework and all local regulatory requirements. This position will ensure that the appropriate fit for purpose processes and systems are in place to enable PPCA to identify, manage, and mitigate risk across the businesses.

Responsibilities

The RCO will:

  • Support maintenance of risks in line with risk taxonomy, framework, and assessment process.
  • Provide objective, independent risk and compliance assessments and recommendations.
  • Provide subject matter expertise to the business in identifying, assessing, prioritizing, managing and reporting risk and compliance.
  • Manage regulatory relationships with key regulators, including but not limited to those in Canada.
  • Prepare and present regular risk and compliance updates to the Board and other authorized committees and/or working groups.
  • Work with GGRC teammates to operationalize policies and guidelines.
  • Support 1st line in prioritization of risk mitigation.
  • Establish and maintain effective stakeholder engagement across PayPal and escalate timely and actionable information to key stakeholders.
  • Partner with the business to understand their needs, and drive solutions specifically around process improvements.
  • Manage a team of local risk and compliance professionals to ensure the effective implementation of the risk management framework for PPCA.
  • Manage relationships and exam reviews with all relevant regulators.
  • Collaborate with cross-functional team professionals and strive to deliver exceptional and responsive service by providing risk and compliance management expertise in a clear, solution oriented and customer-focused manner.
  • Drive a culture of risk and compliance across the businesses.
  • Foster confidence and provide assurance to management and the Board that the global risk management framework is effectively managed, consistent with the local regulatory requirements.
  • Advise on the inherent risks and/or compliance issues pertaining to proposed business strategy and plans, including whether those risks are consistent with the agreed risk appetite using objectivity and balance.
  • Reinforce roles and responsibilities with respect to embedding risk and compliance across the 1st and 2nd lines of defense.
  • Provide objective oversight and challenge of strategy, key business decisions, and performance for improved outcomes.
  • Proactively work with Internal Audit to understand key issues and maintain oversight on resolution plans across businesses.
  • Escalate timely and actionable information to key stakeholders.

Qualifications

  • Deep knowledge of global financial institutions, money service business, and/or banking compliance, including significant knowledge of anti-money laundering, data protection, anti-corruption/Foreign Corrupt Practices Act, and consumer protection regulations.
  • Minimum 12+ years of experience in a large organization including demonstrated leadership in building risk and compliance frameworks.
  • Bachelor’s Degree required, JD preferred.
  • At least 8 years’ people management experience.
  • Track record of strong relationship skills with Canadian regulatory bodies.
  • Sound knowledge of risk and compliance practices / framework and regulatory obligations.
  • Impeccable written and verbal communications skills with the ability to translate, articulate, and present highly technical and complex procedural recommendations, regulations, laws, and policies to a variety of audiences.
  • Demonstrated ability to analyze regulatory risks in complex business processes and recommend controls to mitigate those risks.
  • Extensive experience with regulators and the regulatory exam process, ideally for money service businesses or money transmitters.
  • Experience designing board-level presentations and organizational structures to support appropriate governance across complex entities.
  • Demonstrated ability to persuade, influence, and build trust with a broad spectrum of constituents across all levels.
  • Ability to communicate complexity in a simple and clear manner.
  • Ability to work across multiple lines of business, leading large scale complex initiatives with high attention to detail and accuracy.
  • Operates with strong integrity with the ability to handle projects of a sensitive and confidential nature.
  • Demonstrated ability to build and maintain relationships with key stakeholders, including strengths in influencing, conflict management, and negotiation.
  • Ability to take ownership of outcomes and the ability to work with business unit teams to confront issues and drive performance.
  • Extensive experience in partnering with and counseling senior business clients, particularly in the context of a rapidly changing environment.
  • Ability to work within a matrixed environment and cross functionally with operations and technology functions.
  • Proven track record of aligning and allocating resources to drive optimal delivery.
  • Possesses sound judgment, flexibility, and nimbleness in changing courses and solving problems swiftly.
  • Ability to credibly challenge solutions and ensure timely escalation of issues and concerns as and when appropriate.
  • Proven and demonstrated leadership skills including relationship-building and collaboration skills with clear ability to influence, gain buy-in, and negotiate with a diverse group of key business partners / stakeholders including senior management.
  • Possesses superior analytical, problem solving, and critical / creative thinking skills.
  • Proven ability to operate simultaneously as an effective tactical as well as strategic thinker.
