The global benefits team is seeking an experienced, highly engaged, and dynamic leader to serve as the EMEA Regional Benefits Lead. The Senior Manager, EMEA Benefits is responsible for region-wide strategic management and delivery of the benefits programs for all countries in the region (currently 15 countries). Partnering with regional stakeholders, this role manages the full scope of country benefits programs, driving the strategy for programs including: health, retirement, life, accident, disability, wellness, and ancillary programs. The EMEA Regional Benefits Lead ensures plan designs and costs fit into the overall PayPal Compensation and Benefits strategy and align with our global objectives and priorities.

This role will be a key leader on the Global Benefits team, reporting to the Vice President of Global Benefits, helping to establish a comprehensive benefits team and strategy that aligns our employee benefits with our values while supporting the company’s strategic direction and desired business outcomes.

Key responsibilities

  • Manage day to day administration and compliance of programs, through management of internal and vendor partner relationships. Engage as a strategic partner on the Benefits leadership team and a leader/mentor to benefits and HR professionals throughout the enterprise.
  • Manage relationships with vendors, brokers, and carriers, including monitoring of cost, service levels, processes, and accuracy of data. Lead negotiations and renewals with providers including governance, contract compliance, issues management, communications frequency, schedule, and approach.  Working closely with brokers globally to evaluate and benchmark our benefits programs based on global industry trends and best practices to ensure competitiveness in market.
  • Understand current and emerging market trends, identify potential opportunities and gaps, leverage external best practices and design benefit initiatives that are aligned to our global principles and corporate values, yet provide flexibility and local customization to account for cultural and market differences.
  • Lead and drive the execution of benefit annual renewals and enrollment process, involved in all phases of renewal discussions, benefits communication, and change management plans.
  • Review and analyze benefits trends and advise management on the state of benefits for the region, demonstrating an understanding of the market dynamics, key competitor benefit plan design, and industry trends.  Partner with the compensation counterparts to ensure there is a comprehensive understanding of the competitive position of all Compensation and Benefits programs for each country
  • Ensure benefit program proposals balance PayPal values alignment, affordability and competitiveness, business objectives, and meet all legal requirements.  Partner with internal stakeholder and external consultants to ensure benefits and wellness offerings are relevant, flexible, cost-effective, and competitive with local practices and aligned with business and talent strategies.
  • Support annual benefit events, including annual benefits enrollment, global wellness, and inform/consultation negotiations (where applicable)
  • Lead financial management, reporting and analytics, and procurement to payment processes for the region.
  • Align benefits strategy with the enterprise future of work operating model, to ensure that employees are supported regardless of location or remote working scenarios.
  • Engage with the COVID Support teams and play an active role in institutionalizing benefits support to our employees/family members when needed.
  • Support merger and acquisition activities as they relate to benefits.
  • Help to build the capability and infrastructure of the global benefits team.
  • Build and sustain trusting and collaborative relationships at multiple levels in the company; provide subject matter expertise and consultation to Site HR, HR Business Partners, business leaders, etc. regarding complex benefits issues.
  • Lead the benefits plan strategy and wellness design, renewal planning and negotiations; explore and recommend benefits plan design changes to support the business inclusion strategy.
  • Drive our program alignment with the Diversity, Inclusion, Equity and Belonging team.


Requisite Experience

  • Must be a seasoned benefits leader with competency across design and delivery of a range of benefit programs and organizations, along with strong regional knowledge in the space of legislation and compliance across multiple regional countries
  • Bachelor's degree in Human Resources, Business, Finance or other related areas preferred.
  • Solid experience of benefits management with staff management experience in a complex, large global public company environment.
  • Thorough knowledge of global benefits practices.
  • Strong communication, organization, collaboration, documentation, and presentation skills. Exceptional presentation ability up through executive level.
  • Demonstrated business and HR acumen.
  • Strong project management, innovation, analytical, and creative problem-solving skills.
  • Experience managing ambiguity and risk (taking the unknown into action)
  • Strong vendor management and budget management experience.
  • Proven track record of translating vision into executable strategy.
  • Ability to use data insights and metrics to create rationale for recommendations.
  • Excellent partnership skills, building rapport and driving results through accountability in an agile environment.
  • Attention to detail, critical thinking, analytical and problem-solving skills are essential.
  • Experience in M&A due diligence and benefits harmonization.
  • Having a can-do flexible positive attitude is a must.
