The GFC Analytics organization within GFC is looking for a highly talented AML expert to oversee the governance of the transaction monitoring rule program.  The focus of this role is on clearly documenting policies and procedures related to the Analytics program as well as drafting the documentation that accompanies new rule launches and optimization outcomes, as well as leading the DFS 504 certification program for the AML transaction monitoring requirements

PayPal is committed to combating Money Laundering, Terrorism Financing, and related financial crimes around the world.  The Global Financial Crimes (GFC) organization is comprised of specialized teams dedicated to developing and implementing effective policies, advanced analytics and thorough investigative processes that consider the risks posed by PayPal’s products, customers, transaction volumes and jurisdictions in which PayPal operates.  The GFC Analytics organization within GFC is looking for a highly talented AML expert to oversee the governance of the transaction monitoring rule program.  The focus of this role is on clearly documenting policies and procedures related to the Analytics program as well as drafting the documentation that accompanies new rule launches and optimization outcomes, as well as leading the DFS 504 certification program for the AML transaction monitoring requirements.  This role requires the ability to work across both policy and technical teams to deliver clear and concise documentation that is used to support internal processes and decisions.   The successful candidate will build relationships with key stakeholders across the organization and work closely with policy teams and other subject matter experts to ensure governance protocols within the Analytics team are effectively implemented in line with larger GFC governance practices.    

Responsibilities include:

  • Maintain an overarching Analytics policy to document team mission and purpose as well as the core responsibilities across the team
  • Draft procedures to accompany the Analytics policy, where appropriate, to codify prescribed steps in developing, implementing and optimizing automated transaction monitoring rules
  • Lead the NY DFS 504 certification program coordination efforts, including gathering of documentation for controls to meet each of the requirements for the AML Transaction Monitoring program
  • Partner with the GFC governance teams to support Internal Audit and Regulatory examinations for requests specific to the Analytics organization
  • Partner with the enterprise Data Governance organization and assume data stewardship for the Analytics program, including maintenance of CDE catalog and data lineage
  • Coordinate the issue management, reporting and tracking process for the Analytics organization
  • Manage the Analytics Roadmap and assist with the prioritization process
  • Partner with global and regional policy leaders to stay current on trends and typologies, developing a consistent feedback loop between the policy and investigative functions
  • Review AML risk typology criteria and oversee documentation mapping rules to risks
  • Work with GFC subject matter experts and policy leaders to ensure alignment with the larger GFC governance processes and policy framework
  • Draft outcomes of rule launches and optimizations, clearly articulating the reasons driving such changes with an eye towards distilling technical concepts into clear and concise overviews accessible to a broad audience, including internal audit and regulators
  • Support the new product approval process by reviewing GFC-specific documentation of key risks and recommendations

Qualifications

  • Bachelor’s degree and a minimum of five years’ experience in AML or Financial Crimes related role 
  • Excellent written communication skills, with prior experience in policy or procedural writing a plus
  • Exceptional interpersonal and communication skills, in dealing with people at all levels of the organization
  • Excellent organizational skills, particularly in managing multiple deadline-driven deliverables simultaneously
  • SQL skills using tools like Teradata, MS SQL, MySQL a plus
  • Ability to distill complex technical concepts into clear and concise overviews accessible to a broad audience of internal and external stakeholders
  • Intellectual curiosity and eagerness to continuously expand subject matter expertise
  • Ability to take initiative and execute against key initiatives
